3. PUBLIC HEARINGS

A) An Ordinance of the City of Vero Beach, Florida, providing the Levy of Ad Valorem Taxes for the Fiscal Year 2011-2012 at a Millage Rate of 2.0336 which equates to $2.0336 per $1,000 of Assessed Property Value.

B) An Ordinance of the City of Vero Beach, Florida adopting the Annual Budget of the City for the Fiscal Year Beginning October 1, 2011 and Ending September 30, 2012, appropriating funds for the Operating Expenses, Supplies, and Personnel, and Otherwise Appropriating Funds for the Efficient and Effective Operation of the Government of the City of Vero Beach and its Departments; such appropriations being from anticipated revenue; providing a means to amend the Annual Budget to carry forward the funding of Purchase Orders, Work Orders, and Grants outstanding as of September 30, 2011; providing a means to amend the Annual Budget to reflect Grants received after September 30, 2011; and authorizing the Transfer of Funds appropriated so long as the total combined appropriations shall not be increased thereby; Providing for an Effective Date.

C) An Ordinance of the City of Vero Beach, Florida, amending the Code of the City of Vero Beach to delete those provisions that may be deemed a regulation of Firearms or Ammunition in conflict with State Law and to otherwise clarify the intent of such provisions by amending Chapter 34, Article III, Section 34-86, “Powers and Duties of Director of Emergency Management;” repealing Chapter 50, Section 50-1, “Discharging Firearms;” Amending Chapter 54, Article II, Section 54-37. “Firearms or Fireworks;” and amending Chapter 54, Article II, Section 54-38, “Hunting;” Providing for Conflict and Severability; Providing for an Effective Date.

D) An Ordinance of the City of Vero Beach, Florida, amending the City of Vero Beach Code, Chapter 34, “Emergency Services,” Article II, “Alarm Systems,” Division 2, “Burglar Alarms,” Section 34-50, “Term of Permit; Fee; Nontransferable”; Providing for Conflict and Severability; Providing for an Effective Date.

E) An Ordinance of the City of Vero Beach, Florida, amending Chapter 62, Article III, Commercial Districts of the City of Vero Beach Code; amending Section 62.35 to add Recreation and Park Areas as a permitted use in the C-1B, B-1 and C-1 Districts; providing for Conflict and Severability; Providing for an Effective Date.

4. RESOLUTIONS FOR ADOPTION WITHOUT PUBLIC HEARING

A) A Resolution of the City Council of the City of Vero Beach, Florida, implementing changes to the Organization and Membership of the Recreation Commission of the City of Vero Beach for consistency with the Code of the City of Vero Beach as amended by Ordinance Number 2011-05; terminating the Term of Office of current Commission Members; Providing for Appointment of Commission Members and their respective Terms of Office; Providing for Conflict and Severability; Providing for an Effective Date.

B) A Resolution of the City Council of the City of Vero Beach, Florida, implementing changes to the Organization and Membership of the Architectural Review Commission of the City of Vero Beach for consistency with the Code of the City of Vero Beach as amended by Ordinance Number 2011-05; terminating the Term of Office of current Commission Members; Providing for Appointment of Commission Members and their respective Terms of Office; Providing for Conflict and Severability; Providing for an Effective Date.

C) A Resolution authorizing the City of Vero Beach, Florida, to enter into a Joint Participation Agreement with the State of Florida, Department of Transportation, to Construct, Mark, Light West GA Apron, Phase III (FDOT #422489-1-94-01).
